The Guidelines for preparing the State Emergency Management Plan provide advice to the Emergency Management Commissioner in preparing the State Emergency Management Plan (SEMP). The Guidelines outline considerations for the Commissioner while preparing the SEMP in order to comply with the Emergency Management Act 2013 (the Act).
They also support the State Crisis and Resilience Council, responsible for approving the SEMP, in assuring that requirements from the Act have been met.
In time, the Guidelines will be updated to include direction for preparing regional emergency management plans (which are prepared by Regional Emergency Management Planning Committees), and municipal emergency management plans (prepared by Municipal Emergency Management Planning Committees).
Clear and practical guidance will help achieve a consistent approach when developing emergency management plans at all levels across Victoria.
