What is the Emergency Services Volunteer Sustainability Grants Program?
The Victorian Government is committed to supporting the significant contribution of the more than 100,000 emergency management volunteers, through much needed investment to address urgent facilities, equipment and training needs.
The Emergency Services Volunteer Sustainability (ESVS) Grants Program has been established to ensure emergency management volunteers can continue to deliver their crucial work to keep Victorians safe.
Amount of funding available
Grants of up to $50,000 will be available to eligible clubs, units or organisations
Grants of up to $150,000 will also be available for multi-agency or partnership proposals, and larger initiatives that support volunteerism or local communities – in either awareness, preparedness, response, recovery or resilience.

Who can apply?
The ESVS Grants Program is open to volunteers from:
- Victoria State Emergency Service
- Volunteer Marine Search and Rescue units
- Life Saving Victoria
- Other emergency management organisations identified in the Emergency Management Manual Victoria
A co-contribution is not required to apply for funding through this program, however a co-contribution will be considered where applicable.
The ESVS grants program is not open to CFA volunteers in 2018-19 as the CFA has its own government-funded grants program for volunteer firefighters, the $10 million Enhancing Volunteerism Grants Program. For more information visit www.cfa.vic.gov.au .
What can be funded?
Grants are available for:
- Community engagement and education projects
- Operational equipment such as generators, chainsaws, rescue and safety equipment and trailers
- Operational equipment such as generators, hoses, chainsaws, thermal imaging cameras, rescue and safety equipment and trailers
- Off-the-shelf vehicles
- Minor facility improvements/maintenance
- Training and Development including program fees, travel, facility hire etc.
- Other miscellaneous requirements that volunteers believe they need, to assist in the sustainability of their club or unit, and that will enhance services to the community.
How are applications assessed?
Criteria for application
The application must demonstrate at least one of the following:
- Address immediate needs and enhance operational capability
- Provide further benefit to the community to prepare for, respond to and recover from emergencies
- Increase the leadership, skills and capability of volunteer/s
- Encourage the retention and growth of emergency management volunteers
All applications, must:
- Meet the appropriate emergency management standards
- Meet the appropriate agency standards.
Applications should be for projects that have not yet commenced, and that can be fully expended by the end of the 2018-19 financial year.
How to apply?
Applications for the ESVS grant program must be submitted through SmartyGrants, a web base grants management system.
Applicants will need to complete and submit the online application form, attaching relevant supporting documents. The application form can be accessed through SmartyGrants.

What happens next?
Applications received through Smarty Grants will be reviewed against the selection criteria by the ESVS Assessment Panel, with recommendations forwarded to the Minister for Emergency Services.
Applicants will be notified in writing of the outcomes of their application.
