Our structure

Emergency Management Victoria (EMV) is a statutory entity led by the Emergency Management Commissioner and the Chief Executive.

It plays a key role in implementing the Victorian Government’s emergency management reform agenda.

EMV is an integral part of the emergency management sector and shares responsibility with a range of agencies, organisations and departments for ensuring the system of emergency management in Victoria is sustainable, effective and community focussed. 

Directorates within EMV 

Operational Coordination

The Operational Coordination business unit directly supports the Emergency Management Commissioner’s legislated responsibilities regarding:

  • emergency management operating procedures and standards
  • state emergency response planning
  • emergency management coordination and operations.

This includes the ongoing management and operation of the State and Regional Control Centres and their associated operating systems and processes. It also supports the legislated responsibilities of the Emergency Management Commissioner in leading coordination of policies, programs and operations for relief and recovery for emergencies in partnership with a range of stakeholders.

Capability

Capability directly supports the Emergency Management Commissioner’s legislated responsibilities regarding:

  • co-ordination
  • emergency management planning
  • risk and consequence
  • intelligence and information management
  • critical infrastructure
  • capability
  • community and volunteer development
  • standards and review.

Capability responsibilities include:

  • emergency management technology and operational communications
  • marine and road rescue
  • Victorian Emergency Management Institute
  • major reform programs & system development.

Emergency Management Sector Performance and Reform

The Emergency Management Sector Investment, Performance and Reform business unit oversees three key areas to support portfolio emergency services organisations:

  1. sector investment
  2. performance reporting
  3. reform implementation

The unit works collaboratively across the emergency management sector to enable reform and deliver sustainable, traceable and measurable investment in the emergency management sector that has a tangible impact on the Victorian community. 

Emergency Management Strategy

The Emergency Management Strategy business unit leads whole of sector policy development, strategy and major projects that deliver social, environmental and economic outcomes for the sector. The business unit also leads and develops legislative and regulatory changes, and provides policy advice to the Emergency Management Commissioner, Minister for Police and Emergency Services and government. It also supports to the Minister in their Cabinet, parliamentary and national roles.

Emergency Management Technology

The Emergency Management Technology (EM Technology) team is responsible for state and national platforms for Operational Communications, public information and warning systems, and information interoperability across the sector to the community, the State Control Centre and first responder agencies.

The team provides a range of functions and deliverables including Emergency Management technology Strategy & Enterprise Architecture, Investment Planning, Procurement & Program Delivery, Support & Development, Vendor & Contract Management.
