In 2018, the Victorian Parliament passed amendments to the Emergency Management Act 2013, requiring the Emergency Management Commissioner to arrange for the preparation of the Victorian State Emergency Management Plan (SEMP). The SEMP came into effect on 30 September 2020 and replaces the following parts of the EMMV:
- Part 3: State Emergency Response Plan
- Part 4: State Emergency Relief and Recovery Plan
- Part 7: Emergency Management Agency Roles
- Part 8: Appendices and Glossary
These parts of the EMMV ceased to have effect on 30 September 2020 and have been removed. The SEMP can be accessed here.
The remaining EMMV chapters and appendices will be discontinued on 1 December 2020 and will be superseded by the regional and municipal level reforms in the Emergency Management Legislation Amendment Act 2018, the published Ministerial Guidelines and existing doctrine, policy and procedures.

Part 10 – Emergency Management Contact Directory has been withdrawn pending review - this part is normally only available to emergency management agency personnel. Please direct any enquiries about the Manual to email@example.com .
At the bottom of the list there are update guides for the Manual for January 2020, February 2020, and July 2020 and October 2020.
