Strategic Action Plan

Under the Emergency Management Act 2013, the State Crisis and Resilience Council (SCRC) is responsible for developing a three-year rolling Emergency Management Strategic Action Plan.

The Emergency Management Strategic Action Plan 2015-2018 (SAP) will steer the vision, strategic priorities, investment and principles for Government and the emergency management sector

The SAP is a three year rolling plan that outlines state-wide strategic priorities, with corresponding actions, to support Victoria in achieving its vision of safer and more resilient communities.

It is the overarching plan that will guide all-hazard, all-agency reform for the next three years and give the community confidence that progress will be made.

It supports the sector to drive initiatives to create change, and signifies continued commitment to collaboration across Government, agencies, community and business to work as one.  It embodies initiatives that will strengthen the collective capacity and capability to meet these ever evolving challenges, and builds the governance, leadership, and systems to support these efforts

The SCRC is the driver of emergency management reform in Victoria, and the SAP is a vehicle for delivering it.

Interim Strategic Action Plan (2014/15)

The Interim Emergency Management Strategic Action Plan (2014/15) provided a bridge between the  Fire Services Reform Action Plan and  the implementation of the 2015-2018 Strategic Action Plan.

It includes priority projects and actions drawn from the Fire Services Reform Action Plan, the White Paper, Review of the 2010/11 Flood Warnings and Response (2011), and reports from the Victorian Auditor-General’s Office (VAGO).

Background

Fire Services Reform Action Plan

The Fire Services Reform Action Plan was built into the Fire Services Commissioner Act 2010, and provided a legislative foundation to achieve change across Victoria’s fire services. The Plan was based on the findings and recommendations of the  2009 Victorian Bushfires Royal Commission.

Upon its commencement, the Emergency Management Act 2013 repealed the Fire Services Commissioner Act 2010 and with it the requirement to develop the Fire Services Reform Action Plan. Key initiatives from the Fire Services Reform Action Plan will migrate into the Interim Strategic Action Plan.

2012 White Paper

In 2012, the Victorian Emergency Management Reform: White Paper set the intent for emergency management in Victoria – a sustainable emergency management system that minimises the likelihood and consequence of disasters and emergencies on the Victorian community.

The proposals in the White Paper are informed by the Final Report of the 2009 Victorian Bushfires Royal Commission, the Final Report of the Review of the 2010-11 Flood Warnings and Response, submissions on the Green Paper Towards a More Disaster Resilience and Safer Victoria and the Fire Services Reform Action Plan.
